Establishes maximum of 7 regular employees for the State Board of Election Commissioners for fiscal year 2018-2019, including positions from SBEC Director (Grade GS12) to two Election Coordinators (Grade GS06).

Appropriates $604,609 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $368,309 for regular salaries and $118,490 for personal services matching.

Appropriates $6,340,000 from the Miscellaneous Agencies Fund Account for election expenses covering preferential primaries, general primaries, special primaries, nonpartisan general elections, and statewide special elections.

Appropriates $1,600,000 from the Nonpartisan Filing Fee Fund for covering election expenses.

Allows unexpended election expense balances to carry forward to the next fiscal year with written justification and reporting requirements to the Department of Finance and Administration and Arkansas Legislative Council.
