Establishes a maximum of 292 regular employees for Arkansas Legislative Audit of the Legislative Joint Auditing Committee for fiscal year 2018-2019, including positions ranging from Legislative Auditor (Grade SE05) to Administrative Services Specialist (Grade GS08).

Appropriates $41,173,646 from the State Central Services Fund for the fiscal year ending June 30, 2019, including $28,117,027 for regular salaries, $7,839,219 for personal services matching, and $4,217,400 for maintenance and general operations.

Authorizes the Legislative Auditor to direct transfers between line items in the Operations appropriation, except that Regular Salaries cannot be increased or decreased without Legislative Council or Joint Budget Committee review.

Permits employees to receive cost-of-living increases on July 1 and allows the Legislative Auditor discretion for additional salary adjustments, merit pay, and retention bonuses; salaries may exceed maximum levels by up to 20% for no more than one-third of authorized positions with approval.

Requires any funds received in connection with the Arkansas Scholarship Lottery Act to be deposited into the State Central Services Fund for exclusive use by Arkansas Legislative Audit.
