Establishes one full-time ABSLPA Director position at Grade GS08 salary for the Board of Examiners in Speech-Language Pathology and Audiology for fiscal year 2018-2019.

Authorizes one part-time or temporary employee ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $185,080 total for the Board, including $42,385 for regular salaries, $6,000 for extra help, $15,129 for personal services matching, $50,516 for operating expenses, $3,250 for conferences and travel, $12,800 for professional fees, and $55,000 for licensing database.

Requires the Board to contract with an outside investigator to conduct investigations and inspections of complaints alleging practitioners endangered public health or violated the practice act.

Takes effect July 1, 2018, and requires compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
