Appropriates $7,610,566 for State Military Department general operations including $2,785,387 in regular salaries for 600 employees and $85,000 for extra help personnel.

Authorizes appropriations of $3,200,000 for Arkansas National Guard Youth Challenge Program and $3,665,696 for Civilian Student Training Program, each with associated salaries and operating expenses.

Allocates $2,560,000 for emergency military call-up and court martial expenses, and $89,053 for National Guard Museum operations.

Appropriates $20,146,496 for Fort Chaffee operations and $15,588,223 for Federal Training Site operations, funded from federal funds designated by the Chief Fiscal Officer.

Provides additional appropriations totaling $44,755,267 from federal training site grants, cash operations, counter drug asset forfeiture, military support revolving fund, and military family relief trust fund for fiscal year ending June 30, 2019.
