Establishes maximum of 679 regular employees for DHS Director's Office for fiscal year 2018-2019, with positions ranging from DHS Executive Director (Grade SE05) to Administrative Specialist I (Grade GS02).

Appropriates $62,171,865 for personal services and operating expenses, including $31,086,981 for regular salaries, $10,950,488 for personal services matching, and $10,914,691 for professional fees.

Authorizes additional appropriations from various sources: $111,600 from cash funds for client-specific emergency services, $11,623,203 from DHS Renovation Fund for construction, $821,500 from DHS Consolidated Cost Revolving Fund, and $2,639,788 for AmeriCorps grants and purchase of services.

Authorizes up to 30 temporary or part-time employees and establishes special programs including $5,000 annual nursing/direct care education stipends with employment commitments and recruitment/retention bonuses up to $4,000 for Registered Nurses.

Grants DHS Director transfer authority for facility renovations, matching funds for federal programs, and reallocation of resources (limited to four requests per fiscal year and 5% for unforeseen purposes) subject to Chief Fiscal Officer, Governor, and Legislative Council approval.
