Establishes maximum of 263 regular employees for the Department of Information Systems for fiscal year 2018-2019, with positions ranging from DIS Director (Grade SE04) to various IT and general services classifications.

Authorizes 18 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $103,793,119 total from the Department of Information Systems Revolving Fund, including $15,374,053 for regular salaries, $4,851,020 for personal services matching, and $58,450,929 for telecommunications/technology delivery.

Appropriates $20,000,000 contingency fund for telecommunications/technology services and $3,500,000 from the Information Technology Reserve Fund for equipment acquisitions and IT improvements.

Requires quarterly reporting to the Arkansas Legislative Council and Joint Budget Committee on agency requests for IT advice, recommendations provided, and all gifts, grants, and donations received by the department.
