Establishes 191 maximum regular employees for the Department of Human Services - Division of Provider Services and Quality Assurance for fiscal year 2018-2019, including positions ranging from Director to Administrative Specialists across nursing, medical, and administrative classifications.

Authorizes up to 8 part-time or temporary "Extra Help" employees to be paid from appropriated funds at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $15,523,806 total for fiscal year 2018-2019, including $8,758,138 for regular salaries, $3,087,352 for personal services matching, $2,770,998 for operating expenses, $133,077 for conferences and travel, and $703,675 for professional fees.

Authorizes the Division to use appropriated funds for certification or licensure of entities on behalf of other Department of Human Services divisions, with such entities holding certification under the relevant division's authority and subject to all applicable laws.

Takes effect July 1, 2018, and applies through June 30, 2019, with all fund disbursements subject to state procurement, accounting, budgetary procedures, and fiscal control laws.
