Establishes maximum of 2,291 regular employees for the University of Arkansas at Little Rock for fiscal year 2018-2019, with detailed salary schedules for administrative, classified, and academic positions across twelve-month and nine-month positions.

Authorizes up to 1,300 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $68,504,987 from state operations (regular salaries of $58,229,239 and personal services matching of $10,275,748).

Appropriates $371,200,000 from cash funds for regular salaries ($72,828,000), extra help ($12,000,000), personal services matching ($20,808,000), maintenance and operations ($46,800,000), capital improvements ($123,264,000), debt service ($15,000,000), fund transfers and investments ($34,500,000), and overtime ($1,000,000).

Appropriates $800,000 for William H. Bowen School of Law expenses and $2,000,000 for Nanotechnology Center expenses; authorizes special allowances up to $20,000 annually for athletic director and head coaches and $10,000 for assistant athletic directors and assistant coaches.
