Establishes maximum of 1,119 regular employees for University of Arkansas - Fort Smith for fiscal year 2018-2019, with detailed salary schedules for administrative, classified, and academic positions ranging from $38,971 to $228,150 annually.

Authorizes up to 910 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $23,962,374 from state operations fund for regular salaries ($17,642,374), extra help ($500,000), personal services matching ($3,400,000), maintenance and general operations ($2,400,000), and funded depreciation ($20,000).

Appropriates $221,901,642 from cash funds for regular salaries ($42,575,000), extra help ($4,291,326), personal services matching ($14,453,679), capital improvements ($50,000,000), debt service ($10,773,118), and other operational expenses.

Effective July 1, 2018, with all disbursements required to comply with state procurement, accounting, budgetary procedures, and other applicable fiscal control laws.
