Establishes maximum of 645 regular employees for Henderson State University for fiscal year 2018-2019 with specified salary ranges by position, including President at $253,500 and various administrative, academic, and classified positions at graduated pay levels.

Authorizes up to 950 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $21,273,499 from Henderson State University Fund for state operations, including $16,049,261 for regular salaries, $2,691,000 for personal services matching, and $1,925,000 for operating expenses.

Appropriates $132,863,500 from cash funds for operations including $19,570,000 for regular salaries, $30,900,000 for operating expenses, $50,000,000 for capital improvements, and $9,270,000 for debt service.

Requires Henderson State University to use Community Education Center funds exclusively for facility operation and technical/industrial instruction, and mandates collaborative work with College of The Ouachitas under their memorandum of understanding.
