Establishes maximum of 313 regular employees for Black River Technical College for fiscal year 2018-2019, including 1 President ($163,704), 5 Vice Presidents ($123,214 each), and various administrative, classified, and academic positions with specified salaries and grade levels.

Authorizes up to 75 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $8,330,503 from the Black River Technical College Fund for state operations, including $6,113,516 for regular salaries, $2,206,987 for personal services matching, and $10,000 for operating expenses.

Appropriates $64,985,400 from cash funds for personal services and operating expenses, including $15,300,000 for regular salaries, $1,701,000 for extra help, $22,096,800 for operating expenses, $11,538,400 for capital outlay, and $5,000,000 for capital improvements.

Requires all disbursements to comply with state procurement, accounting, budgetary procedures, and higher education expenditure restriction laws; effective July 1, 2018.
