Establishes maximum of 383 regular employees for National Park College for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges from $54,583 to $163,704.

Authorizes up to 402 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $10,943,860 from the National Park College Fund for state operations, including $8,750,000 for regular salaries, $1,242,685 for personal services matching, $925,000 for operating expenses, and $26,175 for funded depreciation.

Appropriates $46,015,000 from cash funds for personal services and operating expenses, including $9,626,240 for regular salaries, $1,265,000 for extra help, $7,902,856 for operating expenses, $10,500,000 for capital outlay, $10,000,000 for capital improvements, and $1,900,000 for debt service.

Effective July 1, 2018, with all disbursements subject to compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
