Establishes maximum of 312 regular employees for Arkansas Northeastern College for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary rates ranging from $44,081 to $163,704.

Authorizes up to 521 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act or this act.

Appropriates $10,091,558 from the Arkansas Northeastern College Fund for state operations, including $7,800,000 for regular salaries, $1,800,000 for personal services matching, and $491,558 for maintenance, operations, travel, and other expenses.

Appropriates $28,500,000 from cash funds for college operations, including $2,000,000 for regular salaries, $1,000,000 for extra help, $10,000,000 for capital outlay, $4,000,000 for capital improvements, and $1,500,000 for debt service.

Effective July 1, 2018, with all fund disbursements subject to compliance with state procurement, accounting, budgetary procedures, and fiscal control laws.
