Establishes maximum of 133 regular employees for University of Arkansas Community College at Rich Mountain for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 80 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $3,425,318 from state operations fund for personal services and operating expenses, including $2,400,000 for regular salaries and $520,000 for personal services matching.

Appropriates $10,195,000 from cash funds for regular salaries ($3,250,000), extra help ($375,000), personal services matching ($1,500,000), maintenance and general operations ($2,140,000), capital improvements ($300,000), and debt service ($380,000).

Effective July 1, 2018; all fund disbursements must comply with state procurement, accounting, budgetary procedures, and fiscal control laws, and must align with stated agency requests and legislative recommendations.
