Establishes maximum of 219 regular employees for Ozarka College for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges and grade levels.

Authorizes up to 100 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,882,329 from the Ozarka College Fund for state operations, including $3,200,000 for regular salaries, $1,031,029 for personal services matching, and $500,000 for Mountain View Campus heating and facilities costs.

Appropriates $14,351,000 from cash funds for personal services and operating expenses, including $3,150,000 for regular salaries, $1,850,000 for personal services matching, $4,400,000 for operational expenses, and $3,500,000 for capital improvements.

Effective July 1, 2018; requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.
