Establishes maximum of 198 regular employees for Arkansas State University - Mountain Home for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges

Authorizes up to 70 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $4,555,528 from state operations funds for regular salaries ($4,405,528), extra help wages ($25,000), and personal services matching ($100,000), plus $25,000 for maintenance and general operations

Appropriates $32,870,000 from cash funds for regular salaries ($4,800,000), extra help wages ($500,000), personal services matching ($2,540,400), operations ($4,000,000), capital improvements ($15,489,600), debt service ($2,000,000), and other expenses

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and fiscal control regulations; effective July 1, 2018
