Establishes maximum of 316 regular employees for Arkansas State University - Mid-South for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $6,101,821 from state operations funds for regular salaries ($4,151,821), extra help ($320,000), personal services matching ($1,200,000), and maintenance/general operations ($430,000).

Appropriates $81,035,000 from cash funds for regular salaries ($15,250,000), extra help ($1,600,000), personal services matching ($5,550,000), operations and travel expenses ($11,200,000), professional fees ($32,500,000), capital improvements ($9,000,000), and other expenses.

Appropriates $1,563,662 for ADTEC/University Center Partners to be distributed to seven institutions including Arkansas Northeastern College, ASU Newport, East Arkansas Community College, ASU Mid-South, and others.
