Establishes maximum of 211 regular employees for University of Arkansas Community College at Hope for fiscal year 2018-2019, including 21 administrative positions, 21 classified positions, 2 academic positions, and support staff across educational and auxiliary enterprise categories.

Authorizes up to 200 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,490,237 from state operations funds for personal services, consisting of $5,234,681 for regular salaries and $1,255,556 for personal services matching.

Appropriates $12,049,640 from cash funds for salaries, extra help, matching funds, operating expenses, capital improvements, debt service, and fund transfers.

Act is effective July 1, 2018, and requires compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.
