Establishes a maximum of 235 employees for Cossatot Community College of the University of Arkansas for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 temporary or part-time employees ("Extra Help") to be paid at rates compliant with the Uniform Classification and Compensation Act.

Appropriates $5,049,402 from state operations funds for regular salaries ($3,232,000), extra help ($39,000), personal services matching ($838,500), and maintenance and general operations ($939,902).

Appropriates $25,398,000 from cash funds for regular salaries ($4,250,000), extra help ($725,000), personal services matching ($2,015,000), maintenance and general operations ($9,878,000), capital improvements ($2,000,000), debt service ($1,000,000), and promotional items ($30,000).

Takes effect July 1, 2018, and requires all fund disbursements to comply with state procurement, accounting, budgetary, and fiscal control laws.
