Establishes maximum of 1,071 regular employees for Northwest Arkansas Community College (NWACC) for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 360 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $11,713,051 from the NWACC Fund for regular salaries under state operations.

Appropriates $202,510,000 from cash funds for personal services ($47.5 million in regular salaries), operating expenses ($76.4 million), capital outlays ($19.5 million), debt service ($9 million), and other operational costs.

Appropriates $123,337 from the NWACC Fund for operating expenses of the Child Protection Training Center; effective July 1, 2018.
