Establishes maximum of 332 regular employees for East Arkansas Community College (EACC) for fiscal year 2018-2019, with administrative positions ranging from $66,917 to $163,704 annually and classified positions assigned grade levels C103-C121.

Authorizes 249 temporary or part-time "Extra Help" employees for EACC and 76 for Crowley's Ridge Technical Institute at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $6,615,628 from the EACC Fund for state operations including $4,689,450 in regular salaries, $1,150,000 in personal services matching, and $755,178 in operating expenses.

Appropriates $27,400,000 from cash funds for EACC operations including $2,500,000 in regular salaries, $15,593,266 for capital improvements, and $2,500,000 for fund transfers and investments.

Appropriates $3,587,093 in state funds, $108,680 in federal funds, and $1,036,692 in cash funds for Crowley's Ridge Technical Institute operations; restricts Extra Help employees to 85% of comparable position salaries and maximum 1,400 hours per fiscal year.
