Establishes maximum of 399 regular employees for North Arkansas College for fiscal year 2018-2019, including administrative, classified, and academic positions with specified salary rates ranging from $44,081 to $163,704.

Authorizes up to 500 additional part-time or temporary "Extra Help" employees at rates of pay not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $9,062,728 from the North Arkansas College Fund for state operations, including $6,750,000 for regular salaries and $1,150,000 for personal services matching.

Appropriates $49,385,000 from cash funds for personal services, operating expenses, capital improvements, debt service, and fund transfers for the fiscal year ending June 30, 2019.

Total appropriation of $58,447,728 is subject to compliance with state procurement laws, accounting procedures, and other fiscal control regulations; act becomes effective July 1, 2018.
