Reappropriates $1,472,912 from the General Improvement Fund to the Arkansas Natural Resources Commission for the Illinois River Conservation Reserve Improvement Program, effective July 1, 2018.

Permits the Commission to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance projects, but prohibits using maintenance and operations funds for these appropriations.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in disbursing funds unless specifically exempted by law.

Specifies that disbursed funds must align with stated reasons documented in Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Takes effect July 1, 2018, and was approved February 20, 2018.
