Reappropriates balance of capital improvement funds for the Department of Arkansas State Police, effective July 1, 2018, from the General Improvement Fund and Department of Arkansas State Police Fund

Allocates $37.78 million total across ten projects including fleet vehicle purchase ($9.2M), Arkansas Wireless Information Network equipment replacement ($12.9M), radio repeater infrastructure ($1.37M), and various maintenance and technology upgrades

Appropriates $875,000 from Department of Arkansas State Police Fund for construction of new ASP Troop L Headquarters in Lowell, Arkansas

Permits agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income for projects but prohibits using existing maintenance and operations funds for these appropriations

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations in fund disbursement
