Allocates funds ranging from $10,000 to $2,000,000 per institution for specific projects including workforce training centers, health/science buildings, IT infrastructure, facility renovations, and critical maintenance.

Requires strict compliance with state purchasing, accounting, and fiscal control laws; permits institutions to supplement appropriations with grants, donations, federal funds, and unobligated cash income.

Ties fund disbursement to legislative intent reflected in budget manuals, agency requests, executive recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.
