Reappropriates capital improvement fund balances to the Northwest Technical Institute from Acts 410 and 233 of 2017, effective July 1, 2018, totaling approximately $13.2 million for General Improvement Fund projects.

Reappropriates cash fund balances totaling $270,000 for Industrial Technology Center and Allied Health Facility construction, parking, equipment, and furnishings costs.

Authorizes the institution to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.
