Reappropriates $1,893,820 in federal funds to the Division of Developmental Disabilities Services for the Booneville Human Development Center master plan, including demolition, construction, renovation, and facility upgrades.

Reappropriates $10,000,000 from the General Improvement Fund to the Director's Office for maintenance, renovation, construction, and improvement of department-wide real property and facilities.

Reappropriates $90,000,000 from the General Improvement Fund to the Division of Medical Services for Arkansas Medicaid Program grant payments.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws, and permits agencies to supplement appropriations with federal funds, grants, and donations.

Effective July 1, 2018, with all funds to be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations as documented in budget manuals and legislative records.
