Appropriates $4,640,196 to the Arkansas Court of Appeals for fiscal year 2018-2019, payable from the State Central Services Fund for personal services, operating expenses, special judges, court-appointed attorneys, and legal expenses.

Authorizes a maximum of 49 regular employees for the Court of Appeals, including 1 Chief Staff Attorney (Grade GS13), 24 Law Clerks (Grade GS12), and various administrative and judicial support staff.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Provides $60,000 for mileage reimbursement to judges at state travel regulation rates, limited to three round trips per week between official residence and court, with eligibility restricted to judges whose official residence is outside Pulaski County.

Becomes effective July 1, 2018, and all fund disbursements must comply with state procurement laws, accounting procedures, and fiscal control regulations.
