Appropriates $10,000,000 in federal funds to the Department of Veterans' Affairs for cemetery construction and expansion during fiscal year 2017-2018, supplementing funds previously appropriated by Act 185 of 2017.

Funds must be disbursed in compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Requires that disbursed funds be used in accordance with stated reasons for adoption as documented in budget manuals, agency requests, and legislative recommendations.

Declares an emergency exists due to unforeseen circumstances making originally appropriated funds insufficient for the Department of Veterans' Affairs to provide essential governmental services.

Becomes effective immediately upon passage and approval, or upon the expiration of the Governor's veto period if not signed.
