Appropriates $250,000 to the Arkansas State Claims Commission from the Miscellaneous Revolving Fund for fiscal year 2017-2018.

Funds designated for payment of claims to surviving spouses and dependent children of deceased policemen, firemen, correctional officers, and other specified state employees killed in the official line of duty.

Provides supplemental funding for small controversial and non-controversial claims approved by the Arkansas State Claims Commission, in addition to appropriations made by Act 116 of 2017.

Requires all disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency due to insufficient funds for the Commission to continue providing essential governmental services, making the act effective upon passage and approval.
