Recognizes Leadership Arkansas, a program introduced in 2005 by the Arkansas State Chamber of Commerce that provides participants with comprehensive education on the state's economic and political challenges.

Allows Leadership Arkansas participants to assume the role of legislators during a one-day class session and work with sitting elected legislative leaders and special interest groups to move sample bills through the legislative process.

Grants Leadership Arkansas annual access to the House of Representatives chamber for one class session, provided the chamber is not in official use by House members.

Notes that Leadership Arkansas includes participation by more than 50 individuals representing businesses, organizations, municipalities, and state agencies across Arkansas.
