Authorizes Senator Sample to introduce legislation addressing open container possession of alcohol in motor vehicles and making technical corrections to avoid federal highway spending penalties

Adds definitions to Arkansas Code § 5-71-101 for "alcoholic beverage" (beer, wine, or distilled spirits containing 0.5% or more alcohol by volume), "motor vehicle" (mechanically powered vehicles for public highway use), and "open alcoholic beverage container" (opened, broken-sealed, or partially consumed containers)

Amends Arkansas Code § 5-71-218 to make it unlawful to possess an open alcoholic beverage container in areas designated for driver or passenger seating or readily accessible to occupants while the vehicle is in operation or on a public highway

Exempts from the law open containers stored in trunks, cargo areas, locked compartments, or behind the last upright seat in vehicles without trunks, and allows passengers (but not drivers) to possess open containers in recreational vehicles, motor homes, or house trailers

Classifies violations as Class C misdemeanors
