Authorizes Senator Ingram to introduce a bill amending Arkansas Code § 20-77-1905(a) to modify exemptions from the hospital assessment fee under § 20-77-1902.

Removes the exemption for border city university affiliated pediatric teaching hospitals, making them subject to the hospital assessment fee.

Amends Arkansas Code § 20-77-1907(e) to allow newly licensed hospitals or hospitals becoming subject to assessment during a fiscal year to pay the required assessment and be eligible for hospital access payments under specified procedures.

Declares an emergency clause citing the need to protect children's health and ensure funding for pediatric hospital services in the upcoming fiscal year.

Emergency provisions make the act effective upon Governor approval, expiration of veto period without action, or veto override by the legislature.
