Amends Arkansas Code § 5-73-306 to add an exception permitting concealed handgun carry in certain university and college housing under § 5-73-322(g).

Modifies § 5-73-322(d) to change the prohibition from "storage" to "carrying or possession" of handguns in nonpublic student rooms in university or college-operated dormitories and residence halls.

Defines "nonpublic student room" as a room where a student sleeps and keeps personal effects, occupied privately or with roommates, including private common areas connecting multiple student rooms.

Amends § 5-73-322(h)(2) to allow concealed carry licensees with a concealed carry endorsement to carry handguns in certain prohibited places listed under § 5-73-306(7)-(12), (14), (15), and (17), unless otherwise restricted.
