Establishes 15 full-time staff positions for the Arkansas Senate for fiscal year 2018-2019, including Director of the Senate, Chief Counsel, Deputy Director, and administrative staff, with salaries ranging from Grade GS09 to Grade SE04.

Appropriates $2,713,787 from the State Central Services Fund for staff services, including $1,963,896 for regular salaries, $25,000 for extra help, $549,891 for personal service matching, and $175,000 for maintenance and general operations.

Appropriates $15,000 from the Constitutional Officers Fund for Senate Orientation expenses, including per diem and mileage for members attending orientation prior to legislative sessions.

Reappropriates $3,500,000 each from the Constitutional Officers Fund and State Central Services Fund for general expenses of the Arkansas Senate, and appropriates $700,000 each for computerization and renovations/improvements to Senate facilities.

Authorizes the Senate Efficiency Committee and Secretary of the Senate to transfer funds between appropriated items if determined unnecessary for their original purpose, and permits salary increases up to 20% for up to one-third of positions for recruitment and merit adjustments.
