Reappropriates $9,842 in remaining funds from Act 349 of 2017 to the Bureau of Legislative Research of the Legislative Council for the Vision 2025 Legislative Commission on the future of Higher Education, effective July 1, 2018.

Prohibits contracts or obligations from exceeding available State Treasury funds unless institutions and agencies supplement with grants, donations, or Federal funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that disbursed funds must be used in compliance with stated legislative intent as documented in Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and Joint Budget Committee minutes.

Effective date is July 1, 2018.
