Reappropriates the balance of capital improvement appropriations from Act 343 of 2017 to the Department of Career Education, effective July 1, 2018, in an amount not to exceed $40,000,000 from the Skills Development Fund.

Funds are designated for personal services, operating expenses, equipment, and grants for comprehensive statewide workforce development programs.

Allows institutions and agencies to supplement state appropriations with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations in fund disbursement.

Requires that funds be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.
