Appropriates $113,125 from the Constitutional Officers Fund to the Office of the Governor for operating expenses of legislative liaisons during fiscal year 2017-2018.

Authorizes the Governor to employ one Lead Legislative Liaison serving without pay but receiving up to $250 per diem for each day the General Assembly is in session.

Authorizes the Governor to employ two Legislative Liaisons serving without pay but each receiving up to $200 per diem for each day the General Assembly is in session.

Per diem payments to liaisons became effective February 12, 2018, following Governor approval and Department of Finance and Administration processing.

Declares an emergency clause making the act effective upon passage and approval on February 23, 2018.
