Appropriates $228,478 from the Fire Protection Licensing Fund to the Arkansas Fire Protection Licensing Board for fiscal year 2018-2019, comprised of regular salaries ($99,498), personal services matching ($39,406), and maintenance and general operations ($89,574).

Establishes a maximum of 3 employees for the board: 1 Fire Protection Licensing Board Director (Grade GS06), 1 Fire Protection Licensing Board Inspector/Investigator (Grade GS03), and 1 Administrative Specialist II (Grade GS03).

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, regular salary restrictions, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Specifies that funds must be used in accordance with the stated legislative intent documented in budget manuals, agency requests, executive recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Effective date is July 1, 2018, with bill approved February 21, 2018.
