Appropriates $5,159,622 to the Arkansas Supreme Court for personal services and operating expenses for fiscal year 2018-2019, payable from the State Central Services Fund.

Establishes maximum of 48 regular employees for the Supreme Court with salaries including $2,677,557 for regular salaries, $852,306 for personal services matching, and authorizes 5 temporary or part-time extra help employees at rates not exceeding Uniform Classification and Compensation Act standards.

Appropriates $9,914 for Arkansas Supreme Court - Appellate Mediation operating expenses from cash funds for fiscal year 2018-2019.

Appropriates $6,075,000 to the Arkansas Supreme Court - Bar of Arkansas for 22 regular employees and operating expenses from cash funds as defined by Arkansas Code 19-4-801, including $1,500,000 for regular salaries and authorizes 5 temporary or part-time extra help employees.

Allows employees of the Arkansas Supreme Court and Supreme Court Bar of Arkansas to provide financial accounting, bookkeeping, and administrative services to the Arkansas Access to Justice Foundation, Inc., effective July 1, 2018 through June 30, 2019.
