Appropriates $14,600,000 in supplemental funding to the Department of Education for fiscal year 2017-2018, supplementing Act 1044 of 2017.

Allocates funds as follows: Alternative Learning ($200,000), Declining Enrollment ($400,000), National Board of Professional Teaching Standards ($1,000,000), National School Lunch ($6,000,000), and Student Growth ($7,000,000).

Requires disbursement compliance with state procurement law, accounting procedures, revenue stabilization law, and salary restrictions.

Directs funds to be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and Joint Budget Committee records.

Declares an emergency due to insufficient Department of Education funds for essential governmental services, making the act effective immediately upon passage and approval.
