Appropriates an additional $80,000 for Veterans' Cemeteries - State operations, supplementing Act 185 of 2017, for a total of $160,000 in supplemental funding.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.

Establishes that funds must be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative committee minutes.

Declares an emergency effective immediately, stating that existing Department of Veterans' Affairs funding is insufficient due to unforeseen circumstances and a delay in the act's effective date could harm essential governmental services.
