Appropriates $185,935 to the State Board of Optometry for fiscal year 2018-2019, including $79,246 for regular salaries and $27,323 for personal services matching.

Allocates $40,354 for operating expenses, $39,012 for professional fees, with $0 budgeted for conference and travel, capital outlay, and data processing.

Requires the State Board of Optometry to request legal services from the Attorney General first; outside legal counsel may only be hired with Attorney General certification and prior review by the Arkansas Legislative Council or Joint Budget Committee.

Becomes effective July 1, 2018, and requires all fund disbursements to comply with state procurement, accounting, budgetary procedures, and fiscal control laws.
