Appropriates $21,336,984 from the State Central Services Fund for deputy prosecuting attorney salaries and expenses for fiscal year 2018-2019, comprised of $16,325,262 in regular salaries, $5,006,922 in personal services matching, and $4,800 in special deputy expense allowance.

Establishes maximum employee positions totaling 256 deputy prosecuting attorneys across nine salary grades (GS09-GS15), ranging from 3 senior deputy prosecuting attorneys II to 51 part-time deputy prosecuting attorneys I.

Directs the Prosecution Coordination Commission to maintain an equitable system serving all areas of the state during the transition from local to state funding of deputy prosecuting attorney salaries.

Reclassifies the Ninth Judicial District-West from a Division B to a Division A judicial district under Arkansas Code § 16-21-130.

Requires compliance with state procurement, accounting, budgetary procedures, revenue stabilization, and regular salary restriction laws; effective July 1, 2018.
