Establishes a maximum of 115 regular employees for the Workers' Compensation Commission for fiscal year 2018-2019, including positions ranging from Chairman (Grade SE03) to Administrative Specialist II (Grade GS03).

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $11,106,093 from the Workers' Compensation Fund for personal services, operating expenses, computer software/hardware, and other administrative costs.

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for death and total disability claims and refunds, and $500,000 from the Second Injury Trust Fund for second injury claims.

Appropriates $140,000 from a cash fund for educational conferences and scholarships, and $150,000 from the Workers' Compensation Fund for building maintenance and repairs.
