Establishes maximum of 60 regular full-time employees for the Office of the Governor for fiscal year 2018-2019, including positions ranging from Executive Secretary (Grade SE01) to Administrative Assistant I (Grade GS06).

Authorizes up to 7 part-time or temporary "Extra Help" employees at rates of pay consistent with the Uniform Classification and Compensation Act.

Appropriates $5,875,045 from the State Central Services Fund for fiscal year 2018-2019, including $4,041,807 for regular salaries, $8,789 for extra help, $1,248,543 for personal services matching, and $546,906 for operating expenses, conferences, travel, and professional fees.

Permits the Governor's Office to exceed maximum salary levels by no more than 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee.

Authorizes the Governor's Office to transfer appropriations between line items in the operations budget with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee.
