Establishes maximum of 130 regular employees for the Bureau of Legislative Research for fiscal year 2018-2019, including positions ranging from Director (Grade SE05) to support staff (Grade GS04)

Authorizes up to 31 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates $17,299,781 from the State Central Services Fund for personal services ($10,090,629 in regular salaries), operating expenses, maintenance, capital outlay, construction/capital improvements, contingency, and committee rooms

Appropriates additional funds for interim committee operations: $271,060 for study expenses, $1,696,396 for per diem/mileage/travel, and $65,806 for Energy Council member expenses

Reappropriates up to $2,000,000 from remaining balances of Act 737 of 2017 for the same purposes and authorizes the Bureau Director to transfer funds between line items as needed
