Establishes 15 maximum regular employees for the Arkansas Real Estate Commission for fiscal year 2018-2019, including positions ranging from Executive Director (Grade GS15) to Administrative Specialist II (Grade GS03).

Authorizes up to 2 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,429,980 for operations including $576,733 for regular salaries, $212,912 for personal services matching, $397,744 for operating expenses, $26,662 for conferences and travel, $22,929 for professional fees, and $175,000 for capital outlay.

Appropriates $352,500 for the Real Estate Recovery Fund, consisting of $250,000 for damage payments and $102,500 for educational activities.

Effective July 1, 2018, with all disbursements subject to compliance with state procurement, accounting, budgetary, and fiscal control laws.
