Establishes maximum of 5 regular employees for the Arkansas Department of Aeronautics for fiscal year 2018-2019, including positions for Aeronautics Director (GS12), Engineer P.E. (GS11), Assistant Director (GS08), Executive Assistant (GS07), and Grants Coordinator (GS07)

Appropriates $15,603,348 from the Department of Aeronautics Fund for personal services, operating expenses, and grants to cities and counties, including $289,804 for regular salaries, $91,015 for personal services matching, $222,529 for maintenance and general operations, and $15,000,000 for grants to cities and counties

Appropriates $12,000,000 from federal funds for grants to cities and counties by the Arkansas Department of Aeronautics

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, regular salary procedures, and other fiscal control laws
