Establishes a maximum of 55 regular employees for the Arkansas Commission on Law Enforcement Standards and Training for fiscal year 2018-2019, with positions ranging from Director (Grade GS15) to Cook (Grade GS01).

Appropriates $3,354,173 from the Miscellaneous Agencies Fund Account for State Operations, including $1,835,011 for regular salaries, $689,806 for personal services matching, and $829,356 for maintenance, general operations, conferences, travel, and professional fees.

Appropriates $380,000 from cash funds for Special Training and $265,297 from the Miscellaneous Agencies Fund Account for 911 Training & Education programs.

Appropriates $25,000 from the Fallen Law Enforcement Officers' Beneficiary Fund and $75,000 from the Miscellaneous Agencies Fund Account for support and assistance to beneficiaries of fallen law enforcement officers.

Appropriates $1,200,000 for Operations - General Revenue and permits unexpended capital outlay balances to carry forward to fiscal year 2020 with prior written justification to the Department of Finance and Administration.

Amends Arkansas Code § 12-9-111 to remove the requirement for Legislative Council or Joint Budget Committee approval before purchasing uniforms, capping annual uniform spending at $40,000.
